The Governing Council is the highest governing body. It is made up of 11 people representing the consortium entities: the Catalan Health Service, the Baix Llobregat Regional Council, the Sant Joan Despí City Council, the Hospitalet de Llobregat City Council and the Red Cross.

Its main functions are the general orientation of the Consortium's activities within the Entity's statutory objectives and the approval of strategic plans and multi-year action plans, reflected in the annual budget; the approval of the annual accounts, which include the balance sheet at the end of the year, the profit and loss account and the report corresponding to the previous year, and the approval of the liquidation of the annual budget. All actions refer to the Good Governance Code.
